Job Purpose and Role

The E2C International J-1 Teacher Exchange Responsible Officer will play a pivotal role in leading and overseeing the operations of the program. This position requires in-depth knowledge of J-1 exchange programs, familiarity with regulations outlined in 22 CFR 62, and a commitment to maintaining compliance and facilitating a positive experience for program participants.

Duties and Responsibilities:

 1. Program Leadership:

  • Lead the operations of the Ed2Chat J1 Teacher Exchange Program, serving as the primary representative to the U.S. Department of State’s Bureau of Educational and Cultural Affairs Office of Designation in all matters affecting the Program.
  • Adhere to all duties of Responsible Officers as outlined in 22 CFR 62.11.

2. Compliance and Record Management:

  • Maintain accurate program and participant records, ensuring compliance with Exchange Visitor Program regulations (22 CFR 62.9(g)).
  • Actively implement changes to the program in accordance with updates published in the Federal Register.

3. Team Leadership:

  • Train and supervise Alternate Responsible Officers (AROs) and support staff in the administration of the J-1 Exchange Program, ensuring adherence to program regulations.

4. Exchange Teacher Participant Support:

  • Assist program participants in successfully completing their exchange programs through the provision of information materials and ongoing outreach.

5. Program Oversight:

  • Oversee policies and compliance with all aspects of the Exchange Visitor Program, including participant screening and selection, health insurance regulations, pre-arrival and orientation materials, participant monitoring, and reporting incidents to the U.S. Department of State.
  • Provide cultural events and opportunities for participants, ensuring their health and welfare throughout the program.
  • Submit mandatory annual reports and management reviews to the Department of State.

  • Knowledge of U.S. Education Systems: Familiarity with international and U.S. education systems, especially in the context of teacher exchange programs, to better understand participant needs.
  • Technology Proficiency: Comfortable using relevant software and technology for program management, record-keeping, and communication.
  • Risk Management: Ability to assess and mitigate risks associated with the program, ensuring the safety and well-being of program participants.
  • Customer Service: Commitment to providing exceptional customer service to program participants, addressing their concerns, and ensuring a positive experience.
  • Legal and Regulatory Awareness: Informed about changes in immigration laws, regulations, and policies related to J-1 exchange programs.
  • Minimum of 3 years’ experience in administering J-1 international cultural exchange programs, preferably as an Alternate Responsible Officer (ARO) for a J-1 designated sponsoring organization.
